Nursing Staffing Incentive Program


Texas gives incentives to nursing facilities for maintaining high staffing levels. Facilities are evaluated on three nursing metrics, and payment is based on how many benchmarks they meet.

Three Staffing Metrics


All measured in HPPD:

Your Baseline (Where You Started)


Your baseline = Your average staffing from the previous year based on four CMS snapshots.

Formula: (Sept + Dec + Mar + June) ÷ 4

Quick Example: CNA snapshots: 2.30, 2.35, 2.40, 2.45 → Baseline: 2.375 HPPD

Two Ways to Qualify (Pick One)


Option 1: Beat Your Target

Your target = Your baseline + required improvement

Quick Example: Baseline 2.375 | Q2 needs 2% improvement → Target is 2.423.

If your current HPPD ≥ 2.423 → You qualify

Option 2: Match National Average

You must meet TWO requirements:

  • Beat the national average  

  • Stay within 2% of your baseline

Quick Example:  National Average 2.413 | Baseline 2.375 → Minimum 2.328 

Current HPPD 2.42 → Above national Average + Above minimum → You qualify

Current HPPD 2.35 → Below national Average → You don't qualify
