FL QIPP

Nursing Staffing Incentive Program

Florida awards quality incentive points that directly increase your Medicaid reimbursement rate.
You earn 0-3 points per metric based on percentile ranking against all Florida facilities.

Two Staffing Metrics

Job Codes:
27 = Therapeutic Recreation Specialist
28 = Qualified Activities Professional
30 = Qualified Social Worker

Activities/Social Work HPPD

(higher is better)

RN Turnover

(lower is better)

Your Activities/Social Work HPPD is calculated based on year-to-date data
and projected to a full annual rate.

How HPPD is Calculated:

Current HPPD = Total Hours (Job Codes 27, 28, 30) ÷ Total Resident Days

Projected Annual HPPD:

Because AHCA evaluates your full year performance,
your report projects what your annual HPPD will be:

Projected Annual HPPD = Current HPPD × (12 months ÷ Months of data collected)

Understanding Activities/Social Work HPPD in Your Report

The report compares your Projected Annual HPPD to Florida percentiles.
This projection assumes you maintain your current resident census for the rest of the year. Percentiles shown are based on the most recently published CMS data as we can’t use the data that ACHA will actually use.

Understanding RN Turnover in Your Report

What Your Report Shows by Quarter:

Q1 (Jan-Mar):
Current turnover percentage and terminations for Q1.
This quarter's data won't be used for Q4 calculations, but gives an idea of where you are holding.

Q2 (Apr-Jun): Projects your Q4 turnover based on the data we already have.
Shows maximum terminations allowed for each percentile goal and whether each is achievable.

Q3 (Jul-Sep): Projects your Q4 turnover based on the data we already have.
Shows maximum terminations allowed for each percentile goal and whether each is achievable.

Q4 (Oct-Dec): Your actual Q4 turnover that AHCA will use for points.
Shows if reaching each percentile is still possible based on Q4-only terminations.

Important: The CMS Calculation is such that by Q2 we already know all the RNs that will be included in the Q4 turnover calculation.

RN Turnover calculations and guidance change based on which quarter you're in,
because AHCA evaluates turnover for Q4 only (the last quarter of the year).

Facilities that do not earn percentile - based points (they are above the 50th percentile) can still earn by 0.5 points by reducing RN turnover by 20% or more compared to the prior year’s official CMS published data.

This is only for those facilities that did not earn percentile points!

Year-over-Year Improvement

A facility gets a status of “turnover unavailable” if any of these conditions occur:

  1. 100% RN turnover all on one day within the last 5 quarters

  2. Failed a CMS audit within the last 6 quarters

  3. Missing data submission for any quarter within the last 6 quarters

When turnover is unavailable, the facility is suppressed to the lowest possible points.
This means that the facility will not be able to earn any points for the RN Turnover metric.
